The essay analyses the changes made by the Constitutional Court in January 2020 to the "supplementary rules" (“Norme Integrative”) for judgments before the Court itself. In particular, it focuses on the procedural innovations (the discipline of the intervention of third parties in the constitutional review, the hypotheses of "amicus curiae", the introduction of the possibility of expert hearings), by one side, placing them within the framework of some recent and innovative rulings that have raised perplexities among the authors as far it is concerned the "freedom" with which the Court interprets its procedural forms, and by the other, reading them both in the key of a progressive and innovative opening of the Constitutional Court to civil society and as a new and further form of legitimacy in the system of the form of the State.
