This paper has been prepared as a result of a hearing focusing on critical profiles of the system of sources of law held before the Committees on Legislation of the Chamber of Deputies and the Senate of the Republic. The perspective of the analysis is developing from the role of Parliament, which must take the lead in solving the problem of its marginalization. This must be done not only through respecting the legislative role of the two Chambers, but also through a careful examination of the tasks we do not look to today as directly concerning the problems of the sources of law. The final aim is to strengthen the link between rule-making processes at the various levels of government and the representative democratic circuit.
