This paper concerns the sources of local autonomies: it intends to analyse the changes provided by the project of constitutional reform approved by the Parliament in the month of April, project which will be the object of a referendum in the next autumn. The paper examines the evolution of local normative autonomy starting from the law 8 June 1990, n. 142 and from the law 3 August 1999, n. 265; it analyses then the changes introduced by the constitutional reform of the Title V approved in 2001 and it dwells upon the role of local normative autonomy in the praxis. At the end the paper highlights some critical aspects of the project of constitutional reform in regards to local normative autonomy.
