The public debate, including the specialist one, of these extraordinary times has brought out, in all its intensity, a deep change which has to do with the progressive reduction of the space for exercising the political activity as an activity that logically and chronologically precedes the legislative production processes, and which consists properly in the selection of the political targets of the State. This change also occurs due to those that we have assumed in the title as exogenous factors and this reduction is ultimately the greatest symptom of the transformations, of the deviations, from the constitutional model on which we are questioning ourselves. The paradigm shift we are witnessing does not only have to do with the form of government and with the system of sources of law (which, moreover, are two sides of the same coin): the topics discussed by the reports undoubtedly have central issues of constitutionalism in the background, starting perhaps from the first question: who or what is the source of the law as a mandatory rule of action within a political group?
