Comment

According to the Government’s programme 2017 -2020, the Act reduces the cases of consensus requested for the exercise of powers by the Länder and by the Federation and aims at simplifying the distribution of powers laid down in the articles 10 to 15 of the Federal Constitutional Law. In particular, article 12 Federal Constitutional Law, listing the subject areas whereas the Federation adopts framework laws and the Länder implementing laws is abolished and the various powers integrated into the remaining articles 10 to 15 Federal Constitutional Law.
