The essay starts from the observation of the central importance of formal drafting tools in helping to ensure a better quality of legislation. Twenty years after the adoption of the Rules and recommendations for the technical drafting of legislative texts (issued in Italy in 2001 by the President of the Camera dei deputati, the President of the Senato della Repubblica and the President of the Council of ministers), the need to update and harmonise them with the regional Rules and recommendations for the drafting of legislative texts (3rd edition, 2007) and the European Union Guidelines (Joint Practical Guide, 2nd edition, 2013) is questioned. Starting from a table comparing these three texts, the main aspects and nodes of the drafting techniques are addressed and differences and analogies are highlighted. In spite of the peculiarities of the different contexts to which these rules refer, it is believed that a harmonization is possible and indeed desirable and that further formal and substantive updates are appropriate to adapt these tools to the challenges of today’s legislative production, involving in this activity different professionals and skills. A synoptic table comparing the provisions of the different guidelines is attached to the article.
