The article describes critically the changes that have been proposed to the text of the Italian constitution during the last two years with a specific focus on the distribution of powers between state and regions. The constitutional bill n. 1429 is likely the most innovative yet controversial revision of the Italian constitutional that has ever made. Whether the constitutional bill is confirmed in the referendum to be celebrated next October, Italian regions will be deprived of many legislative and administrative powers in favor of the State. By a comment of the new dispositions in Title V, the author addresses criticism regarding the general interpretation of the art. 117 of the Constitution and the effects that the reform will have on the distinction between ordinary and special regions.
