"Codificazione" dei precedenti o valorizzazione della Camera? I presupposti dell'ipotesi di riforma del regolamento della Camera e alcune possibili integrazioni

This essay aims at revisiting the premises of the draft reform of the Chamber’s rules of procedure. It traces them back in the almost complete paralysis of the rules of procedure in the last years – in the meantime characterised by important de facto transformations of parliamentary procedures – as well as in the results of both the working group of experts established by the President of the Republic at the end of March 2013 and the Committee for Constitutional Reform created by the Letta Government in June 2013. Then, after a very quick overview of the contents of the draft reform, the essay argues in favour of the addition of some new chapters: among others, the renewal of the prerequisites for the formation of a new parliamentary group, the revision of the number and jurisdictions of standing committees, and new procedures for dialoguing with Regions and for exercising budgetary powers (after the Constitutional Law n. 1/2012, especially in the scrutiny of the Executive, also in relation with the newly established Parliamentary Budget Office).
